eCommunications framework review

The eCommunications framework is a set of rules for all communications transmitted electronically (including wireless or fixed, data or voice, Internet-based or circuit switched, broadcast or personal). The framework will undergo its first review in 2006 and will concentrate on the following areas:
- How can the right balance between competition and investment best be achieved in next generation networks?
- How to ensure a balanced regulatory approach, regulating only where necessary to remove market distortions?
- How can we make the market review procedure of the regulation more streamlined, more efficient and less resource intensive for regulators?
- How can we make spectrum rules more coherent across the EU, more innovation-friendly, market oriented and user friendly?
