this report describes work carried out in connection with an investment study to determine the relative costs and benefits of a number of schemes for improving the road link between the capital and the aiport in st.lucia. as the centre of the island is extremely mountainous, earthworks would account for the major proportion of the cost of a central route. aerial photography, followed by field investigation, was used to select six possible routes and the cost of the earthworks on each was estimated using a suite of programs developed by the transport and road research laboratory as a design tool for british motorways. although there were some limitations, the suite of programs provided a rapid method of comparing the costs of the earthworks on the different routes.
