This document brings together all the evidence which has so far been collected regarding interoperability of co-operative vehicle systems and services which are currently under development within the CVIS and some other European research initiatives. Based on this evidence, and discussions with the HA, the author has developed some requirements and views on the relevance and context of interoperability with regards to HA future operations. An overview of what interoperability means and why it is necessary in the context of CVIS objectives is provided. The issues and requirements of interoperable systems are detailed along with the observations collected during visits at CVIS test sites, at ITS Congress in Stockholm in September 2009 and at the Mobility Showcase in Amsterdam in March 2010. Recommendations are made for HA’s further involvement on co-operative vehicle technology from the point of view of interoperability.
