TRL was appointed by the Scottish Roads Research Board to assess an innovative road maintenance treatment being trialled by Moray Council. A section of road had been identified as requiring an asphalt surface course overlay. As an alternative, Moray Council decided to trial a treatment that involved a conventional surface dressing, but with the addition of a stress absorbing membrane interlayer (SAMI). This report describes the trial and installation process and includes a review of the process based on available literature, sites visits to Norfolk where the technique has been used, and a visual assessment of the trial after one year in service.
