The World Bank's Highway Design and Maintenance Standards Model in its latest form (HDM III) has been tested using typical UK data for possible application to the management of highways in the UK. A maintenance cost optimisation program developed for use with HDM III, the Expenditure Budgeting Model, was also investigated for possible application to maintenance resource allocation and programming. The investigations showed the models to be sophisticated, but relatively easy to understand and utilise. Further evaluation and development of HDM III model relationships for UK conditions would be essential before the model could be confidently used in the management of roads in the UK. Potential applications of HDM III include the assessment of design and maintenance strategies and use as a research tool in the examination of life cycle costs of roads.
