This is the second report of a project which was set up to review techniques of travel demand analysis. In the interim report published as Contractor Report No 186 (see IRRD 827884), the state of the art, with particular reference to the four-stage model and some recent alternative modelling systems were examined. In this final report, the appropriateness of these modelling techniques for policy evaluation is assessed. The extent to which available models are able to model the likely responses to policy measures are examined. Main themes taken in this report are: the various aspects of generalised costs; the four stage model components; recursive mechanisms; and time of day modelling. The way in which existing methods might be adapted, and new techniques are suggested.
