This Inception Report describes how traffic data scaling factors or algorithms will be obtained for use in a transportation and emissions model for West London. These factors or algorithms will allow the conversion of the data outputs from a traffic assignment model (specifically the NAOMI model) to the required inputs for emission modelling. The Report discusses the reasons why scaling factors are needed, and the specific differences between traffic assignment model outputs and emission model inputs. These differences include the time periods for which traffic characteristics are modelled, the way in which the composition of the traffic is described, and the way in which vehicle operation is described. Existing traffic scaling approaches are briefly introduced, sources of traffic data are reviewed, and an outline is given of the proposed methodology for developing scaling factors which are appropriate for West London.
