this report describes a visit made to malawi, november 1973, to advise on traffic census design following the setting up of a transport statistics unit. the purpose, design and implementation of an n-point census are described. a method is suggested of redesigning a national (or periodic) census taking budgetary constraints into consideration. based on earlier work in kenya, methods are suggested whereby the accuracy of traffic counting can be improved. advice is given on the operation of national and regional origin - destination surveys and also on the maintenance and installation of traffic counters. although this report deals specifically with census design in malawi, it should be of general use for developing countries faced with similar problems.
