A co-operative research group was formed in 1975 by the Asphalt and Coated Macadam Association, the British Tar Industry Association, the Refined Bitumen Association and the Transport and Road Research Laboratory (TRRL) to carry out research to improve the performance of bituminous roadbase and basecourse macadams when used in highways construction. Over the years the members have changed, and some organisations have changed their names, but the programme essentially continues to this day under the sponsorship of Highways England, in association with the Mineral Products Association and Eurobitume.
